  • Provide technical GFE/GFI in support of CVN 79 design and development.  The personnel shall coordinate the integration, scheduling, acquisition, storage, delivery and accounting of CVN 79 GFE/GFI financial information, and interface with the appropriate stakeholders.  Develop recommendations to resolve technical problems/issues related to the proper and timely processing of GFE financial information.  Develop draft presentations and when tasked, brief SDM, field activities, and other Government Agencies and support contractors on specific requirements, value added technical assessments, capabilities, lead times, costs, and other matters affecting the CVN 79 ship design and test and evaluations.
  • Participate, as required, in Navy Participating Acquisition Resource Manager (PARM) reviews where design updates, system level financial updates, obsolescence issues, equipment procurement schedules, and delivery schedules are presented and discussed.  Ensure all necessary GFI financial data associated with technical data, technical publications, and support and test equipment have been provided in a timely manner to support CVN 79 design and test evaluations. 
  • Provide comprehensive support to program GFE and GFI Managers in their management of government furnished material financial information provided to the shipbuilder in accordance with Aircraft Carrier contracts.
  • Interface with PARMs to identify and resolve any financial risks or issues related to the delivery of GFE and GFI in accordance with contract requirements.
  • Develop, update, and archive as required a wide variety of GFE and GFI documentation, to include Schedules A, B, and/or C; Ship Planning Documents (SPD); bi-lateral Program Manager (PM-to-PM) agreements; and related documents.
  • Assist in the evaluation of cost estimates provided by PARMs on “7300” forms.
  • Develop and maintain GFE/GFI financial metrics.
  • Prepare agendas for, facilitate the execution of, and document proceedings of PARM program reviews.
  • Provide support for the management of the GFE/GFI Enhanced Management System (GEMS) database as required.
  • Provide GFE/GFI financial and technical expertise in the areas of financial planning, financial development, and financial execution by:
  • Preparing GFE/GFI financial status reports
  • Coordinating and facilitating as needed GFE management planning meetingsDeveloping and maintaining current and long range GFE/GFI financial and programmatic planning schedules Informing key personnel of pertinent program and financial information
  • Preparation of GFE  Financial Controls Audit Tracks
  • Development of GFE funding requirement preparation, review and submission
  • Tracking financial and programmatic impact of GFE Budget Decisions
  • Compilation and maintenance of historical records for each stage of the budget process
  • Development, preparation and analysis of standardized and ad hoc GFE/GFI  financial reports, including obligation and expenditure reports
  • Review GFE execution plans and track GFE expenditures.
  • As tasked, prepare and finalize briefings/presentations, correspondence, issue papers, position papers, memoranda, letters, and other correspondence.
  • Track and assist in the resolution of CVN 79 GFE/GFI Action Items


BS with 3 years of related experience or 8 year of related experience with no degree.

Strong communication skills

Understanding of PARM reviews.

Knowledge and understanding of GFE/GFI support
