Position Summary:

The waterfront manager will report to the NAVSEA PMS 326 RSNF Case Manager and is also responsible for presenting cost, schedule, and performance status of NAVSEA PMS 326 efforts to, as well as collecting requirements from, the SRF Jubail Director. The waterfront manager will reside in Saudi Arabia and should be within close proximity to the King Abdulaziz Naval Base. The waterfront manager will coordinate with the RSNF shipyards in Jubail and Jeddah, field activities, and NAVSEA contractors in the performance of their ship repairs during availabilities. They will have the primary responsibility of reporting to NAVSEA and insuring the appropriate design standards, policies, and design criteria are properly invoked and for coordinating the resolution of key design issues under their cognizance, and for monitoring schedule milestones.


Essential Duties and Responsibilities

  • Provide recommendations for work items/packages in conjunction with the FMS Case requirements, and coordinate procurement of recommended materials.
  • Inspect machinery, equipment, or spaces outlined in work requests, and recommend job specifications.
  • Maintain coordination with RSNF POC, NAVSEA, and industrial partners to ensure resolution of technical issues.
  • Investigate equipment casualties in coordination with NAVSEA and RSNF, if requested/required, to determine cause, and advise ship's officers in possible methods of operation to prevent recurrence of casualty.
  • Coordinate work and information across various and diverse stakeholders, including the RSNF, SRF personnel (civilian and military), representatives of foreign supporting organizations such as the US Navy or British or French Navies.
  • Assist NAVSEA and RSNF in the establishment of priorities of required maintenance and repair work, recommend scheduling and track and oversee progress thru completion of the work.
  • Assist NAVSEA and RSNF with defining workflows and processes, implementation and training, knowledge sharing, and process automation across all activities, processes, and functions associated with life cycle support of ship systems and ships equipment throughout its service life.
  • Conduct detailed analyses of operational and functional processes in order to discern the advantages and disadvantages of current design for HM&E and other equipment.
  • Ability to obtain and provide RSNF managed drawings and technical documentation to NAVSEA PMS 326 to assist their efforts in planning and execution of approved projects
  • Assist NAVSEA and RSNF with various aspects of engineering design including human factors studies, engineering market research, engineering studies and assessments, prototyping, and systems integration.
  • Assist NAVSEA and RSNF with performing systems analysis, engineering and program support to include conducting market surveys, performing analysis of data, establishing information sources, and managing the design, development, fabrication and fielding of various systems.



  • Must be familiar with all shipboard systems, including Hull, Mechanical, and Electrical, Combat Systems, and Communications.
  • Experience in legacy systems common to ex USN FFG-7 class vessels.
  • Ten (10) years demonstrated expertise in Combat Systems is required.
  • Five (5) years’ experience with Shipyard New Construction or in-service availability planning and execution for Surface Combatant platforms.
  • Five (5) years maintenance/operation of, or possess “hands on” experience with, shipboard Combat Systems.
  • Demonstrated experience in the generation of engineering reports and analyses as they relate to FMS cases. Reports and analyses may include: data on selected ships, systems or equipment applicable to a specific FMS case and/or information relative to FMS country owned ships, systems, equipment’s, spares and future supportability.
  • Experience in engineering change proposals, alterations and FMS customer initiated change requests. The candidate shall have experience in platform centric integrated logistics support, financial planning, cost and budget analysis, quality control and assurance, testing, operations, maintenance, supply, and training


  • Bachelor’s Degree in Electronic or Electrical Engineering


Security Requirements:

  • Applicant will be subject to a security investigation and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening.
