    Career Opportunity

    We currently seeking candidates for a Senior Task Order Program Manager for our Washington, DC Navy Yard station working with our Strategic and Theater Sealift PMS385 program. This position is responsible for meeting the contract deliverables by: identifying, distributing, and balancing the workload across tasks and amongst the contractor employees and subcontractors in accordance with established work flow, the employees’ skill-levels, and/or their occupational specialization.

    Responsibilities

    • Provides management direction and leadership for the designated/named program to ensure that the preparation of acquisition documents, project schedules, financial data, action items, progress/special reports, supporting documentation, and management reviews are timely and accurate.
    • Creates and submits the required data, schedules, action item reports and reviews within the prescribed deadlines.
    • Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. 
    • Recommends innovative solutions to business and technical issues facing the Government to achieve performance goals that are on or ahead of schedule and within budget.
    • Serves as principal liaison between the Company and Government in connection with the contract deliverables (e.g. construction, reactivation, design, planning, conversion, repair and overhaul ships and crafts under the cognizance of the Supervisor of Shipbuilding, U.S. Navy, and Gulf Coast).
    • Recommends and implements contract modifications.
    • Develops and monitors program plan including quality, cost and schedule.
    • Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources.
    • Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.
    • Establishes and maintains effective relationships with customer and other outside agencies.
    • Complies with quality assurance and security procedures in the performance of duties.
    • Provides technical expertise, when requested, for improvement of processes and procedures using state-of-the-art methods.
    • Responsible for the schedule and technical performance of the company on assigned program from inception through completion. 
    • Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program. 
    • Develops and monitors program plan including time and cost estimates. 
    • Ensures project outputs are delivered on schedule and within funding. 
    • Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
    • Prioritizes workload and determines staffing levels and any adjustments in staffing. 
    • Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.
    • Reviews reports, and briefings prepared by technical staff for quality.
    • Prepares and delivers formal briefings.
    • Establishes and maintains effective relationships with customer and other outside agencies. Acts as primary customer contact for program activities. 
    • Regularly meets with and updates the customer on project status. 
    • Leads program review sessions with customer to discuss cost, schedule, and technical performance. 
    • Provides technical and fiscal justification documentation; manage milestones progress and general program management services including development of briefing materials, technical writing, updating and development of SCSC instructions and procedures.
    • Supports client with program planning, implementation tracking, and maintenance of files.
    • Provides baseline and benchmarking assessments of customer activity processes and report on the completeness and effectiveness for internal and external customer feedback.
    • Prepares agendas, coordinate program reviews/conferences, provide handouts, conduct research, and conduct internal and external environmental analysis to support strategic planning efforts.
    • Tracks the implementation of command strategic goals and tactical objectives to ensure alignment with both NAVSEA and the Navy.
    • Develops Plans of Action and Milestones (POA&M) for specific tasks, status reports, prepare inputs for the expense report database, and provide weekly sitrep inputs.
    • Coordinates team members to accomplish assigned tasks to include IT, IA, Quality Assurance, Logistics, Finance, Management Support, and Corporate Operations.

    Travel

    This position includes a moderate level of travel.

    Qualifications

    Education and Experience

    Must have a High School Diploma or GED equivalent, a Bachelor’s Degree in Engineering and a Master’s Degree in Engineering with a minimum of 15 years of related professional experience.

     

    Qualifications

    • Must possess a valid Driver’s License
    • Must have reliable transportation to and from various work locations
    • Demonstrates a thorough understanding of DoD requirements, policies and procedures related to shipbuilding acquisition.
    • Must be a US Citizen
    • Must possess and be able to retain an active Secret clearance and pass additional background screening if required.

     

    Certificates, Licenses, Registration

    PMP and Amphibious Ship experience is highly desirable.
