Career Opportunity

We are currently seeking candidates for an Integrated Warfare Analyst. Position is in Norfolk, Virginia, and will support the US Fleet Forces Command (USFF) contract.


  • Serve as the Force Development Subject Matter Expert (SME) for Integrated Warfare Capabilities
  • Participate in and provide SME input to meetings related to Force Development
  • Map alignment of C/CA, and SWA recommendations to Warfare Improvement Program (WIP) output (Integrated Prioritized Capability Lists (IPCL) and Integrated Priority Letter (IPL)) and PBIS elements
  • Analyze the PRESBUD to determine if investments support fielding plans articulated in the BCCPs
  • Develop metrics to measure the success of recommendations inclusion in the Program Objective Memorandum (POM)
  • Provide expert recommendations on formatting and organization of inputs provided to OPNAV to support POM process
  • Assist in execution, development and coordination for methods for maturing the WIP
  • Establish analytical framework using innovative processes and perform analysis of OPNAV requirements documents and other tasking as assigned by N8/9
  • Coordinate USFF and Fleet inputs for WIP, Wholeness and Mission Assessment Reviews, IPCL, IPL, and other POM venues with USFF staff, TYCOMs, and NCC N8 personnel
  • Integrate Fleet operations and exercise data into POM process
  • Provide input to briefs and reports to USFF senior leadership. Integrate Fleet products into OPNAV analyses for POM build
  • Track Fleet recommendations progress throughout the POM process. Provide analytical input to Issue Papers in the POM process
  • Assist in execution of the USFF Annual Studies Program from study topic inception through execution to study topic debrief and deposit into Navy Analytic Office (NAO) repository including
  • Solicitation of topics from USFF and subordinate commands, score and rank the topic submissions in accordance with CUSFF guidance, gain approval of the study agenda, and submit prioritized topics to NAO
  • Coordination with NAO to assign a provider to each study
  • Coordination between the provider and the sponsor and ensure completion of an executable statement of work
  • Coordination with OPNAV N81 to ensure that studies are competed and contracts are awarded to providers (if applicable)
  • Coordination with NAO, provider, and sponsor to ensure statement of work is signed by the Contracting Officer Technical Representative
  • Coordination with ONR or the applicable security office for the provider to ensure that all security requirements are met and the DD-254 is signed (if applicable)
  • Coordination with OPNAV N803 to ensure that funds are sent to the provider
  • Coordination with the sponsor and provider to ensure that study projects complete milestones on timeline and that results meet the needs of the sponsors
  • Coordination with USFF leadership, sponsors, and providers to ensure that study results are presented to the appropriate audience
  • Coordination with NAO to ensure that study results are preserved in the NAO data repository



Education, Knowledge, Experience, Skills and Abilities Required:

  • Bachelor’s degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business
  • Previous military experience and experience working with Echelon two (II) military commands
  • Eight years of experience working with acquisition/POM process
  • Have a general understanding of PESTONI and DOTMLPF-P metrics to assess future capabilities
  • Experience in strategic planning, Navy operations, policy, doctrine and systems
  • Experience adapting to a fast-paced, team-based environment and managing or leading team performance
  • Experience handling multiple priorities and interruptions with minimal impact on productivity/deliverables
  • Experience conducting mission analysis at operational or tactical level
  • Experience leading ad-hoc teams
  • Experienced public speaker and presenter at the Action Officer level
  • Current Secret clearance
