Career Opportunity

We are currently seeking candidates for a Port Engineer (PE) position supporting the Egyptian Navy MHC case in Alexandria, Egypt. The PE will serve as NAVSEA’s execution agent for ship repair/transfer and maritime industrial projects. The PE will act as the program office representative at various Follow-On Technical Support and Ship Transfer related activities to enhance communications and provide a degree of quality assurance for work being accomplished. They shall have a primary role in supporting the PMS 326 Country/Program Manager. This individual will have a purely advisory role under the authority and guidance of NAVSEA.

 

Essential Duties and Responsibilities

  • Provide a central point of contact for NAVSEA concerning Egyptian Navy MHC ships to include engineering management support to schedule, coordinate, and perform vessel repair and maintenance, perform inspections of vessels for repair and maintenance standards and procedures, maintain accurate records of USN supported maintenance.
  • Manage limited resources and maintenance requirements and provide the best guidance possible to support the in-country maintenance team, teams of contractors under direction of NAVSEA PMS 326 and the Romanian Navy.
  • Provides the cognizant NAVSEA project manager with project specific updates on case related issues and keeps NAVSEA informed of any potential schedule or quality problems.
  • Provides timely reports to PMS 326 detailing the progress/status of maintenance/ installation teams and provide oversight and insight regarding the team’s performance.
  • Schedule and coordinate flow of work based on host Navy orders, established priorities and availability of personnel, equipment, and resources.
  • Provide oversight and inspections of vessels for repair and maintenance standards and shipboard equipment and system problem solving.
  • Assist the foreign customer with preparing for ship repair production, planned maintenance events, and availabilities.
  • Determine, validate, and diagnose specific maintenance requirements. This also requires defining the scope of work and assisting in the execution of maintenance plans.
  • Assist with coordinating necessary support services (Contractor, OEM, USN, etc.) for incoming teams. This includes optimizing USN assist visits by coordinating and identifying similar requirements; and logistics support for the coordination of technicians visiting other regional countries; arranged by COCOMs/others that may aid in repair of the foreign customer's navy equipment.
  • Coordinate scheduling of work for various USN acquisition and life cycle support stakeholders conducting work in-country.
  • Assist in identification of sources of support, both indigenous and USN sponsored.
  • Participate in technical and logistics meetings concerning naval systems and other equipment.
  • Provide technical oversight in coordination with the engineering technician to resolve maintenance issues arising during the system's lifecycle. The PE will interface with NAVSEA Participating Acquisition Resource Managers, In-Service Engineering Agents, and OEMs. The PE will work with the Office of Defense Cooperation to ensure efforts, activities, and schedules are aligned to ensure efficiency.

 

Travel

  • This position includes a low level of travel.

 

Education, Knowledge, Experience, Skills, and Abilities Required

  • High school diploma or GED equivalent is required.
  • Previous experience with the Egyptian Navy is desired.
  • Previous experience with USN MHC/MCM classes of ships is desired.
  • Bachelor’s degree in engineering is preferred.
  • Must have a minimum of five years of Naval operation and maintenance experience with knowledge of depot level alteration, operation, maintenance, and integrated test procedures.
  • Must have three years FMS/OCONUS experience.
  • Must have three years’ experience with major Navy surface ships.
  • Must have previous experience in integrated logistics support, quality control and assurance, testing, operations, maintenance, supply, and training.
  • Demonstrates proficiency in the generation of engineering reports and analyses.
  • Must possess proficiency in Microsoft Excel, PowerPoint, and Word.

 

Certificates, Licenses, Registrations

  • Project Management Professional certification is desired.

 

Qualifications

  • Active DoD Secret security clearance is highly desired; however, candidates eligible to obtain and maintain a DoD Secret security clearance will be considered. The selected candidate will receive a contingent offer if they do not hold an active clearance. A start date will be established once an interim Secret clearance is granted.
  • Must be a U.S. citizen.
  • Must maintain the capability to communicate with their supervisor or manager when not in the office.

 

Physical Requirements

  • Ability to frequently traverse stairs.
  • Sitting for long periods, standing, walking, crouching, and kneeling.
  • Reaching, handling, and using equipment, keyboards, and mobile devices.
  • Ability to lift items weighing up to 20 lbs.
