Career Opportunity

We are currently seeking candidates for a Program Financial Analyst position in San Diego, California. The individual selected will have a primary role in supporting Commander Naval Surface Force, U.S. Pacific Fleet N43 (CNSP). The Program Financial Analyst will work on a daily basis with CNSP N43 maintenance personnel on site to manage financial, budgetary, and administrative-related tasks.

 

Essential Duties and Responsibilities

  • Prepares, studies, reports, and analyzes areas such as estimates, budgets, forecasts, and financial plans.
  • Prepares, modifies and reviews funding documents.
  • Prepares and tracks budgets and budget exhibits.
  • Analyzes financial information to determine present and future financial performance.
  • Tracks and analyzes program/project status and schedules.
  • Participates in meetings and supports staff with financial requests.
  • Validates invoices, process for payment, and analyzes monthly status reports.
  • Supports internal and contractor program reviews.
  • Assists with development of standardized processes, tools, and reports.
  • Maintains the strict confidentiality of sensitive information.
  • Other duties as assigned by your supervisor.

 

Education, Knowledge, Experience, Skills, and Abilities Required

  • A high school diploma or GED equivalent is mandatory.
  • A Bachelor’s Degree is desired, preferably in one of the following disciplines: Accounting, Finance, Management, Mathematics, or Business Administration.
  • Five (5) years of experience with program financial management, must have prior experience supporting government.
  • Exceptional skills with Microsoft Excel, including advanced formulas.
  • Experience working with Microsoft Power Business Intelligence (BI)
  • Knowledge of Planning Programing Budgeting System (PPBS).
  • Experience working with various aspects of government funding documents.
  • Demonstrated ability to achieve high performance goals and meet deadlines in a fast-paced environment.
  • Ability to work collaboratively with outside agencies
  • Independent, forward, and analytical thinker, who proposes solutions to leadership and/or the finance team.
  • Ability to flex between multiple work tasks.
  • Ability to work independently and on a team is essential.

 

Qualifications

  • Active DoD Secret security clearance is highly desired; however, candidates eligible to obtain and maintain a DoD Secret security clearance will be considered. The selected candidate will receive a contingent offer if they do not hold an active clearance. A start date will be established once an interim Secret clearance is granted.
  • Must be a U.S. citizen.
  • Must possess a valid Driver’s License.
  • Must have reliable transportation to and from various work locations.
  • Must have a valid passport or the ability to obtain a passport.
  • Must maintain the capability to communicate with their supervisor or manager when not in the office. This includes using your equipment and services for business-related purposes. The compensation for this position includes incidental costs for work-related usage of your personal devices.

 

Physical Requirements

  • Ability to traverse stairs, fixed ladders, and ladder wells frequently while walking ships daily.
  • Capable of sitting for long periods, standing, walking, crouching, and kneeling.
  • Reaching, handling, using equipment, keyboards, and mobile devices.
  • Lifting boxes (files and supplies) up to 20 lbs.

In compliance with California's Equal Pay for Equal Work Act, the minimum salary for this position is $110,000 and the maximum salary is $130,000.  The minimum salary excludes applicable benefits, bonuses, or performance spot awards.
